Of everything in the April 2026 draft, the fence rules arrive fastest. The moment regulations adopt, no new combustible fence may be built within 5 feet of a structure in a Very High zone. No phase-in, no grace period.

In Westlake Village that matters street by street. The city's residential blocks were built out largely in the 1960s through the 1980s under one master plan, and long runs of original wood perimeter fencing, side-yard gates, and shared fences between lots are everywhere. Can I build a new wood fence in Westlake Village right now?
Today, yes. Once final regulations adopt, expected late 2026, new combustible fencing is barred within 5 feet of structures in Very High zones. If you are planning fence work this year, build it compliant now and you will never touch it again.
Do I have to tear out my existing wood fence?
Not immediately. Existing combustible fences fall under Phase 2: replacement on the schedule the Los Angeles County Fire Department sets, up to 5 years after adoption. The usual fix is replacing only the last 5 feet where the fence meets the house with a noncombustible panel or gate.
What counts as a compliant fence material?
Metal, masonry, and other noncombustible materials. Within the 0-5 ft zone the connection to the structure matters most: a noncombustible gate or panel at the house breaks the wick even if the rest of the run is wood.
Does my HOA have a say in the replacement fence?
Usually yes on looks, not on the law. Westlake Village is a planned community and much of the city is governed by homeowners associations with design standards dating to the original 1960s master plan. State law will still require the noncombustible connection; work with the HOA on style, color, and height, not on whether.
