The ClockZone Zero Deadlines for Westlake Village Homeowners
Deadline table
Now. Regulations in draft. Smart window for assessments, fence quotes, and phased landscaping work while contractors have capacity.
Late 2026 (expected): adoption. New combustible fences barred within 5 feet of structures. New construction and rebuilds comply from day one.
Est. 2027-2028: Phase 1. Existing homes clear movable combustibles, mulch, dead vegetation, and stored items from the 0-5 ft zone.
Up to 5 years after adoption: Phase 2. Built items, attached combustible fences, gates, and similar structures, replaced on the schedule LA County Fire sets.
Your jurisdiction sets the Zone 0 specifics
The state timeline above is the floor. The Los Angeles County Fire Department, Westlake Village's fire authority, decides the Phase 2 date and runs the inspections that make any of this real.
And because the Westlake community straddles the LA/Ventura county line, the schedule on this page stops at the city limit. When the county publishes its Zone 0 schedule, this page updates. Until then, treat "up to 5 years" as a ceiling, not a promise.
Deadline questions, answered
What is the very first deadline I need to care about?
Adoption day, expected late 2026. The moment final regulations adopt, new combustible fences are barred within 5 feet of structures and rebuilds must comply. Phase 1 clearing for existing homes follows, estimated 2027-2028.
Who sets the Phase 2 deadline for Westlake Village?
The Los Angeles County Fire Department, as the city’s Authority Having Jurisdiction. State law gives the local jurisdiction up to 5 years after adoption to require replacement of built items like fences and gates.
Will my Thousand Oaks neighbors have the same dates?
Not necessarily. The Ventura County Fire Department sets its own Phase 2 schedule for the Westlake neighborhoods across the county line. Two houses a few hundred yards apart can carry different local deadlines. This page tracks the LA County side only.
Will I get fined the day a deadline passes?
The April 2026 draft directs an education-first posture: inspections, notices, and correction periods before penalties. But insurance carriers read the same maps, and they are already moving faster than the regulators.
